Program is offered through The Salvation Army Harbor Light facility in Clinton Township, with assist from Judson Center Health
FARMINGTON HILLS, Mich. — September 11, 2020 — Judson Center, a multi-county human service agency and newly designated Certified Community Behavioral Health Clinic (CCBHC), is pleased to announce a partnership with The Salvation Army Eastern Michigan Division to provide behavioral health and drug addiction treatment and post-treatment services and onsite primary care to individuals at The Salvation Army Harbor Light Macomb facility in Clinton Township, part of The Salvation Army Eastern Michigan Harbor Light System, which also has locations in Detroit and Monroe. Harbor Light offers an entire continuum of substance abuse treatment services, including in-patient medication assisted detoxification, 14- to 90-day residential treatment, outpatient treatment, case management, peer recovery services, legal aid, and pastoral care. The partnership was announced by Judson Center CEO Lenora Hardy-Foster and The Salvation Army Eastern Michigan Harbor Light System Executive Director, Captain Jamie Winkler.
A memorandum of understanding signed by The Salvation Army Eastern Michigan Division and Judson Center cites the primary goals of the partnership for Harbor Light as reducing hospital and out-of-home placement readmissions for individuals who have been treated for mental health or substance use disorder, delivering outpatient mental health services to those who have not received treatment in the prior six months, reducing critical events such as hospitalizations, suicide, and overdoses, and tracking health effectiveness data and information set (HEDIS) measures on a quarterly basis for clients served.
Judson Center is well positioned to meet the needs of Harbor Light because of its long history of providing behavioral health services as well as its integrated primary care clinic, Judson Center Health, which opened in 2019 at Judson Center’s Warren facility and is led by a primary care physician and nurse practitioner through Rochester-based MedNetOne Health Solutions (MedNetOne). Harbor Light, which has experienced a 17 percent increase in referrals since the pandemic began, will also be adding a primary care clinic onsite through Judson Center Health. Telehealth will also be offered for psychiatric consultations and primary care, as will in-person access to Judson Center Health in Warren.
“This partnership will be a different approach to caring for Salvation Army clients through a coordinated and focused effort on each person’s mind, body and soul which will ultimately improve their recovery process,” said Winkler. “Providing onsite primary care and mental health services has been a long-term strategic goal and we’re proud to join forces with the Judson Center to make this a reality.”
Hardy-Foster expressed enthusiasm for the partnership.

In April 2020, Judson Center was among 18 Michigan community mental health agencies to receive grant funding and designation as a Certified Community Behavioral Health Clinic (CCBHC). The goal of CCBHC, a national program administered by the Substance Abuse and Mental Health Services Administration (SAMHSA), is to transform the way behavioral health and addiction services are delivered across the country. Grant recipients are required to provide a comprehensive set of services, including 24/7/365 crisis services, outpatient mental health and substance abuse treatment services; immediate screenings, risk assessments, and diagnoses; and care coordination with emergency rooms, law enforcement, and veteran groups -all regardless of ability to pay. CCBHC grant money also allows awardees to better address the new mental health and substance use disorder challenges presented by COVID-19, empowering Judson Center to expand its mission of providing high quality treatment free of judgment and stigma through alliances like the one with the Salvation Army.
